A room of public school leaders erupted in applause Friday when Lt. Gov. Dan Patrick asked whether they were happy about the school cell phone ban that took effect on Sept. 1. The crowd also broke out in applause at the start of his keynote speech at the annual conference at the George R. Brown Convention Center when he said he was reluctant to add more mandates to Texas public schools. "Please, no more mandates," forum moderator and Texas Association of School Boards President-Elect Tony Hopkins joked.
