    As a new academic year approaches, school librarians are refreshing their resources before students come through the doors. But in various states and districts across the country, uncertain funding and restrictive legislation have made collection development increasingly difficult. This is especially true in Texas, where it's been nearly a year since SB 13 became law. Under SB 13, school boards must vote to approve the purchase of library materials after proposed titles have been publicly listed for a 30-day comment period. Materials with "profane" or "indecent" content, per FCC broadcast guidelines, are prohibited from school library collections. And districts must provide parents access to library catalogs, as well as control over which materials their children can check out. Now school librarians in the state and the vendors they purchase from are creating new tools and procedures that allow them to follow the law-and get materials to students.
