In the latest Legal Opinions column, Sylvia Martinez-Haley breaks down House Bill 2, a new law that provides permanent pay raises for educators through the Teacher Retention Allotment (TRA) and Support Staff Retention Allotment (SSRA). These allotments are based on a combination of factors including role, years of experience, and district size. Starting in the 2025–26 school year, eligible educators should see these raises reflected in their base pay. The law also requires that these increases be maintained in future years.
TEA has issued several rounds of guidance to help districts interpret and implement the new law. However, questions remain, especially around eligibility for educators in nontraditional roles or federally funded positions.
